ZATCA E-Invoicing in Saudi Arabia: What Businesses Need From Their Software

Tech Aventure Team October 20, 2026 5 min read

ZATCA e-invoicing software is not a buzzword add-on for Saudi billing systems. It is a set of generation, storage and (in Phase 2) integration requirements published by the Zakat, Tax and Customs Authority. Rules and wave deadlines change — treat this article as a practical orientation, not legal advice.

Verify before you buy or build. Confirm your organisation’s obligations, wave notices and technical specs on the official ZATCA e-invoicing pages (What is e-invoicing?, Prepare your business) and with your VAT adviser. Tech Aventure does not claim blanket ZATCA certification on this page.

Direct answer

Saudi e-invoicing (Fatoorah) has two broad phases: Phase 1 (Generation) — issue and store electronic invoices with required fields via a compliant electronic solution (handwritten, scanned or spreadsheet invoices are not compliant); and Phase 2 (Integration) — integrate that solution with ZATCA’s Fatoora platform, generate invoices in the required electronic formats, and follow clearance/reporting rules for your invoice types. Phase 2 is rolled out in waves with advance notice.

Phase 1 vs Phase 2 (high level)

Exact field lists and forbidden solution behaviours are defined in ZATCA’s controls, annexes and technical documentation — your software vendor and adviser should map those to your invoice types.

Clearance vs reporting (Phase 2 concepts)

Under Phase 2 guidance commonly summarised from ZATCA materials:

  • Tax invoices (typical B2B/B2G style): often require clearance — submit XML to Fatoora for validation/stamping before sharing with the buyer.
  • Simplified tax invoices (typical B2C style): often use reporting — share with Fatoora within a short window after issuance (ZATCA materials describe reporting within 24 hours of generation).

Do not assume every invoice type follows the same path. Confirm against the current resolution and your wave notice.

What businesses usually need from software

CapabilityWhy it matters
Structured invoice dataSeller/buyer, VAT, line items and mandated technical fields
Compliant generation solution (EGS)Phase 1/2 expect an electronic solution — not Word/Excel “invoices”
Secure storage & audit trailRetain e-invoices/notes and support reviews
QR / cryptographic stamping supportAs required for your phase and invoice type
Fatoora onboarding & APIs (Phase 2)Device/unit onboarding, clearance and reporting flows
Credit/debit notesAssociated notes follow e-invoicing rules too
Failure / downtime handlingDocumented process when generation or APIs fail (notify/recover per rules)
Role-based accessFinance controls who can issue and void

Wave example (illustrative — check your notice)

ZATCA announces Integration waves with criteria and deadlines. For example, a September 2025 ZATCA news item described Wave 24 as targeting taxpayers whose VAT-subject revenues exceeded SAR 375,000 in 2022, 2023 or 2024, with integration by no later than 30 June 2026 for that wave. Your business may be in an earlier or later wave — rely on the notice ZATCA sent you, not a blog table.

Buying or building checklist

  1. Confirm whether you are Generation-only today or already named in an Integration wave.
  2. List invoice types you issue (tax vs simplified; notes).
  3. Ask vendors for Fatoora onboarding experience and which XML/PDF/A-3 paths they support.
  4. Map ERP/billing today: where invoices are created, approved and stored.
  5. Plan UAT with sample invoices before cutover.
  6. Keep finance + IT + adviser in the same project channel.

How Tech Aventure approaches this

We discuss billing and e-invoicing-oriented software for Saudi clients only after verifying current requirements with your finance team. We implement agreed technical features; we do not market a one-size “certified compliant” badge. Start from ZATCA-oriented e-invoicing software or the Saudi Arabia hub.
